Council of Elders of Turkmenistan convenes for annual meeting

The administrative center of Dashoguz province hosted the annual meeting of the Council of Elders of Turkmenistan under chairmanship of President Gurbanguly Berdimuhamedov. The national forum, which was convened ahead of the 22nd anniversary of independence, discussed priorities of the socio-economic development of Turkmenistan.

The forum was attended by delegations of elders from al the regions of Turkmenistan and the city of Ashgabat, members of the government, the Mejlis (Parliament) of Turkmenistan, heads of ministries and departments, political parties and public associations, governors of provinces, cities and districts, workers of different sectors of the economy, representatives of science and culture and youth. The forum was also attended by the ambassadors of Turkmenistan in foreign countries, as well as heads of the diplomatic missions accredited in Turkmenistan, representatives of the Humanitarian Association of World Turkmens, foreign businesses, national and foreign media.

The President of Turkmenistan made a keynote speech at the meeting of the Council of Elders. In his speech, the President outlined issues relating to intensifying the socio-economic development of Turkmenistan in 2014, as well as priorities of domestic and foreign policy of Turkmenistan.

Gurbanguly Berdimuhamedov briefed the participants on the implementation of tasks posed at the last year meeting of the Council of Elders in the city of Turkmenbashi.

The delegates agreed that Turkmenistan’s transformation into an industrially developed state on the basis of the presidential program that provides for priority areas of the country’s development for the next five years is one of the major tasks.

According to the President of Turkmenistan, most of the tasks were successfully fulfilled this year. As the President noted, the territory of the city of Ashgabat was greatly expanded; new districts have been set up in the capital; new facilities have been commissioned at gas field “Galkynysh” (Revival); health centers have been built in the national tourist zone “Avaza”, as well as a number of industrial and social facilities. This year also marked the start of implementation of projects on construction of modern road infrastructure, as well as education and health facilities.

As the President of Turkmenistan stressed, owing to the comprehensive development of the industrial sector in the regions of Turkmenistan the share of industrial products in the country’s GDP grew up to 51.5 percent, while the construction industry output was 14.3 percent. This year, the industrial growth reached 7 percent, and the construction sector growth was 17.4 percent.

As the President of Turkmenistan noted, construction of 1888 facilities totaling more than 42 billion U.S. dollars is currently under way in the country.

The President of Turkmenistan particularly emphasized issues related to development of the private sector. As the head of state noted, capital investments worth 13,300 billion U.S. dollars allocated for development of the national economy are being disbursed through contracts to private construction companies of Turkmenistan.

Speaking of Turkmenistan’s investment policy, the President said that Turkmenistan has an attractive investment climate. Confirming the success of Turkmenistan’s investment policy, President Gurbanguly Berdimuhamedov noted with satisfaction that over the past five years the volume of investments in different sectors of the national economy increased 8 times. These funds were channeled mainly for development of the social sphere, increasing profitability and competitiveness of all sectors of the economy, creation of new high-tech production facilities, the President of Turkmenistan said.

In his speech, Gurbanguly Berdimuhamedov also noted the positive dynamics of reforms through modernization of all sectors of the economy. This suggests that Turkmenistan, which previously had an agrarian-based economy, has embarked on the path of industrial development.

Focusing on the implementation of the National Programme on Improvement of Social and Living Conditions in Villages, Settlements, Towns and District Centers for the period up to 2020, the President noted that more than 3,500 billion Manat have been invested as part of this programme.

Touching on the implementation of the energy strategy aimed at comprehensive development of the national fuel and energy complex, the head of state said that large-scale projects would be implemented step-by-step with the view of diversifying the production of enterprises of the fuel and energy sector; measures would be taken to enhance the industrial potential of the fuel and energy sector, to develop support systems for transportation of energy resources, to diversify exports  routes for energy resources that are in high demand in the global markets. President Gurbanguly Berdimuhamedov emphasized that it is important to intensify the work on processing of oil and gas raw materials, pay special attention to production of synthetic polymers and establish high-tech manufacturing of chemical products.

Noting that Turkmenistan attaches great importance to development of the transport sector infrastructure, Gurbanguly Berdimuhamedov emphasized the importance of laying the foundation of the Turkmenbashi international seaport. Among the important achievements in this area he cited the opening of the Turkmen-Kazakh section of the transnational railway “North-South”, the start of construction of the railway Turkmenistan-Afghanistan-Tajikistan, commissioning of the rail and road bridges Atamyrat-Kerkichi, a road bridge near the town of Seidy in Lebap province, as well as airports, highways, bridges and overpasses.

In his speech, the President of Turkmenistan also focused on environmental issues, cultural, humanitarian, scientific and educational spheres, as well as challenges in the field of tourism, sports and youth policy.

Particular emphasis was made on the foreign policy of Turkmenistan aimed at establishing and expanding friendly relations with the countries of the world to ensure global peace and sustainable development and working closely with major international organizations, first of all the United Nations. As the President pointed out, Turkmenistan's cooperation with the countries of the Near, Middle and Far East, Europe and Americas, the CIS, as well as with international and regional organizations such as the UN, OSCE, the Non-Aligned Movement, the Organization of the Islamic Conference has increased significantly and got new quality.

Addressing the participants of the national forum, President Gurbanguly Berdimuhamedov touched on the upcoming elections of members of the Mejlis of Turkmenistan in December this year. The President of Turkmenistan stressed that parliamentary elections will be an important socio-political event demonstrating the level of democracy in Turkmenistan and presenting evidence that Turkmenistan has entered a whole new era.

As the head of state stressed, the current tasks for development of society are aimed mainly at further deepening the processes of democratization, ensuring security and legal protection of the rights and freedoms of man and citizen, in accordance with international standards, improving the system of government and political sphere.

Concluding his speech, the President stressed that Turkmenistan’s further progress on the path of innovation and democracy is a new stage in the socio- economic and political development of the state and priority task for the future.

Then, the national forum discussed issues put on the agenda. Speakers supported the socio- economic policy of the government and suggested ways for improvement of the situation in various areas of public life.

Summing up the discussion, Gurbanguly Berdimuhamedov expressed his gratitude to all those who spoke on the issues raised at the national forum, noting that all the proposals will be taken into consideration.

Continuing the meeting, the President signed a number of documents submitted for consideration by the Council of Elders of Turkmenistan. Among them was a decree on conferring state awards and honorary titles on citizens and awarding the title of Honorary Elder.

Then, the forum continued with a ceremony of conferring state awards and honorary titles on citizens of Turkmenistan.

At the end of the ceremony, the President of Turkmenistan, addressing the national forum participants, said that the next Council of Elders of Turkmenistan will be held in Lebap province in 2014. President Gurbanguly Berdimuhamedov signed a decree saying that the exact date of the next Council of Elders will be announced later.

At the end of the meeting, the Council of Elders of Turkmenistan unanimously adopted an address of the participants of the Council of Elders to the people of Turkmenistan.
