NIYAZOV MAKES COMMENTS ON CIS

CIS should remain a “consultative body, without any executive powers”. This statement was made by Turkmen president Saparmurat Niyazov at a government sitting yesterday, the press service of the head of state reported.

Commenting on the results of the informal CIS summit held in Moscow on May 8, the president noted that “CIS should make general recommendations, advises.”

“It can’t be a legislative or administrative body because every country has its own path of development. It is impossible to bind them by a single law or agreement,\" Niyazov continued.

At the same time, the president of Turkmenistan admitted that “bilateral or trilateral agreements can be adopted within the CIS.”

According to Niyazov, the summit discussed “aspects of the further reformation of CIS, taking into account the present-day realities, and preparation of a new CIS charter. It is expected that the final version of the CIS charter will be considered in two months when heads of CIS member states would arrive in Kazan to attend celebrations of the 1000th anniversary of the city, he said.

Niazov said he would take part in the forthcoming festivities and discussions of the new CIS charter.
