Moscow and Ashkhabad continue talks on Turkmen gas
Regular round of Turkmen-Russian negotiations on preparation of the contract for purchase of Turkmen gas was held in Ashkhabad. The state news service informed that the negotiations July 16 in the Ministry of Oil and Gas Industry and mineral Resources. The Russian side was represented by the delegation of Gasprom which was headed by the deputy chairman of the board of the company Yuriy Komarov and Alexander Riazanov, the Turkmen – by the heads of oil and gas ministry and State Trade corporation of Turkmenoil and gas.

During the negotiations the sides discussed possible volumes of gas purchase for on year. Thus, Gasprom suggested to increase annual supply of gas to 30 billion cubic meters, and to 60 billion cubic meters in the future. The delegation of the Russian Gasprom also presented versions of use of gas transport system for transit of the Turkmen gas to the CIS markets and to Europe. One of terms of the Turkmen side is the demand for making payments in hard currency, for the volumes accorded and fixed in the contract regardless any changes. The Turkmen-Russian agreement will be long term – at least 10 years.

Cooperation with gas sphere is traditional for Turkmen-Russian relations. The decision on defining the main directions for partnership in this sphere was made by the Presidents Saparmurat Niyazov and Vladimir Putin about a year ago. Later the heads of the states confirmed their positions during the January working visit of Turkmen president to Moscow. The sides are working on the project of intergovernmental agreement. The negotiation process about the essence of the contract on purchase of gas will be continued in a week on the level of working groups.

The first session of intergovernmental Russian-Turkmen commission for economic cooperation is planned for this September in Ashkhabad. Under the information from other sources, negotiations with the delegation of Gasprom were carried out by the Vice Prime Minister of Turkmenistan Yelli Gurbanmuradov, Minister for oil and gas Industry and mineral resources Kurbannazar Nazarov and the head of state trade corporation “Turkmenneftegas” Ilyas Chariyev. Itar-Tass reports that contract will be signed for 10 years, the annual volume of Turkmen gas supply to European Union and CIS by Gasprom will be fixed at 30 billion cubic meters annually.
