China's ambassador to Turkmenistan, Lu Guisheng, comments on bilateral cooperation
Lu Guisheng, the Ambassador Extraordinary and Plenipotentiary of the People's Republic of China to Turkmenistan, gave an interview to the State news service of Turkmenistan (TDH) praising the current state and prospects of bilateral cooperation."
According to the diplomat, "the year of 2005 has been the year of the most productive dialogue between China and Turkmenistan in various areas of interstate cooperation."
"As is known, the heads of out states, chairman of the PRC HU Jintao and Turkmen President Saparmurat Niyazov, had a warm meeting in Moscow this May. This was a meeting of two old friends, who reaffirmed their commitment to peaceful and mutually beneficial cooperation, the Ambassador said. And later, in July, an official delegation of the PRC headed by vice premier of the China's State Council Mrs. Wu Yi accompanied by representatives of state bodies and business circles of China arrived in Ashgabat. This visit was very important for the further development of trade-economic relations between two states, for it had boosted the bilateral cooperation in such fields as textile, communication, fuel-energy and other fields.
It should be noted that we also maintain a very active inter-party dialog. A Chinese Party delegation headed by the Secretary of the China's Central Communist Party Secretariat, Mr. Yun, paid an official visit to Turkmenistan in June.
All these visits prove that our states have established a unique multilevel mechanism of cooperation, including meetings of heads of state, permanent contacts at the level of ministers and leader of key industries. We have a solid legal basis for mutually beneficial cooperation accounting for dozens of intergovernmental agreements and interdepartmental accords. The peoples of China and Turkmenistan develop, strengthen and defend traditional ties of friendship and mutual understanding with firm belief that their countries will always remain good friends, neighbors and reliable partners.
A mutual desire to shore up friendship and expand the horizons of partnership is a critical characteristic of the relations between China and Turkmenistan. Our countries have consolidated centuries-old ties of friendship and trust. Beijing and Ashgabat have jointly developed such formula of bilateral relations that make it possible to combine similarity of tasks set before them with national interests of each state and peculiarities of their development."
Answering a question on the development of trade-economic partnership, Lu Guisheng said:
"I am very happy with the level of trade-economic cooperation between our states. In fact, trade turnover between China and Turkmenistan totaled US $ 98,74 mln in 2004, up 19,1% year-on-year. In the first eight months of 2005 alone, trade between our countries reached US $ 71.2 mln, which is 39.9% up on the same period of 2004.
China has always regarded Turkmenistan as a reliable partner. Social stability and the promising Turkmen market attract more leading Chinese companies. At present, over 10 famous companies from our country have their offices in Turkmenistan. The most successful projects implemented by the Chinese companies this year were major overhaul of oil and gas fields, providing citizens of Turkmenistan with radiotelephone communication and shipment of a large consignment of locomotives, carriages, railway equipment and etc.
I would like to stress that the oil and gas sector remains a priority in Turkmen-Chinese cooperation. Turkmenistan has huge hydrocarbon resources and China has great experience in oil and gas extraction and has up-to-date oil and gas equipment and modern technologies in exploration and extraction of raw hydrocarbon. Out states' cooperation in oil and gas sector has a great prospect which was acknowledged by the leaders of our states during their meeting."
Sharing his impressions of his two-year stay in Turkmenistan, the Chinese Ambassador emphasized that it was a "great honor" for him to work in a country which is a world-model of social stability, swift development of economy, growth of the people's well being in the atmosphere of international accord."
"Our country supports the neutral policy of Turkmenistan which is aimed at achieving not only domestic but also global stability and contribute to peacemaking processes and a dialog in the name of peace and stability, Lu Guisheng said. Cooperation between the companies from different countries in Turkmenistan has enhanced in the recent few years which is, surely, helping strengthening mutual trust, development of friendly relations and cooperation between our states."
According to the diplomat, he is "a great admirer of the Turkmen people."
"I sincerely admire Turkmen traditions of hospitality and cordial treatment of Chinese people, the Ambassador said. Wherever we go, they always welcome us like brothers. This is evidence of the rich inner world of Turkmens who retained such great human characteristics as love and respect for fellow creatures."
