"THERE ARE A FEW OF THEM IN THE WORLD"
A 300-TONNE REACTOR WILL BE MOUNTED ON THE CASPIAN SEA'S TURKMEN COAST

Turkmenistan has significantly cut export of crude over the last year. And this has nothing to do with a decline in the output of "black gold": on the contrary, the oil production is steadily increasing owing to the launch of new wells, repair and reconstruction of old wells, using modern technologies. For example, the enterprises of state concern Turkmenneft have produced over 5,1 mln tonne of oil in 8 months of this year. Taking into account the amount of oil produced by foreign partners of the concern, oil production has reached almost 5,7 mln tonne, an increase on the same period of last year.

The point is that the republic staked on the output of ready and refined products, for which it had heavily invested in modernization of its largest oil refinery, former Krasnovodsk oil refinery, setting on its basis a whole range of oil and chemical production lines. There were invested some 1,5 bln in it, and now these investments are paying back.

What should be mentioned first is that Turkmenistan fully meets its needs in products of oil and chemical industry using own resources. In fact, Turkmenbashi complex of oil refineries was turned into a super industrial giant. New technological lines built there - hydrofining and catalytic reforming and catalytic cracking units; high octane gasoline production units as well as a lubricant production plant and a polypropylene complex - have no analogues in the region by their technical and technological parameters. And technical re-equipment of the refinery continues. New projects will make it possible to raise oil refining to 7,5 mln tonne a year and expand the assortment of export products.

One of new facilities that are being erected there virtually in no time is a unit on hydrofining of diesel fuel with a capacity of 1,5 mln tonne a year. Fuel produced by it will be an ecologically clean product. It will contain three times less sulphur, thus meeting the European requirements. It is perfectly clear that this product will be in constant demand in the world market.

Exactly for this purpose a 300-tonne reactor will be delivered to the Turkmen coast of the Caspian Sea.

According to "Neutral Turkmenistan" newspaper bases for the unit's stands and overheads have already been built. There have risen walls of operator rooms, equipment rooms, domestic compartments and control desk rooms.

Assembly of certain units and joints has started under the supervision of specialists and engineers. The reactor will be shipped by sea and then placed on the construction site by special cranes. Companies reconstructing the plant have the experience of doing such work. Earlier, using the same method, a 450-tonne regenerator was installed at a millisecond complex-catalytic cracking unit, MSCC.

"Together with our contractors we have done a considerable amount of work as we are building this unique complex, German Technip company's construction director Nenad Kozmar said. Much more work is to be done. We will try to commission the facility on a "turn-key" basis by July 30, 2005 to have the unit produce diesel fuel on August 30. There are a few such units in the world but this one will be the best."

We have no doubts that all works will be finished in time. German and French specialists have built over 200 plants of oil and chemical industry. Nenad Kozmar implemented 15 projects. Kozmar and his company mounted some of the units at the Turkmenbashi complex of oil refineries: a complex of catalyst cracking, a lubricant production complex, a water desalting unit, water unit № 1 and so on.

Launching the new unit of diesel fuel hydrofining will bring the Turkmenbashi refinery one step closer to producing another high quality product. Application of this product will make it possible to reduce toxicity of waste gases, which is important from the ecological point of view.

It should be noted that a large-scale reconstruction will be also carried out at the Seyydi oil refinery situated in the east of the republic. As a result, Turkmenistan will become the largest regional producer of international-standard oil products.
