As the Ashgabat correspondent of Turkmenistan.ru reports referring to the State News Service (TDH), the decree was issued with the aim of further developing democratic principles in the activities of the state and public in Turkmenistan, defending human rights and freedoms declared by the Turkmen constitution, and with the aim of improving the procedure for the consideration of citizens' appeals regarding the activities of law-enforcement agencies.

The document sets down regulations for the work of the state commission, which will be chaired by the Turkmen president.
