The Embassy of Turkmenistan in Moscow held a briefing for representatives of the Russian mass media on October 13. The Ambassador Extraordinary and Plenipotentiary of Turkmenistan to Russia Khalnazar Agahanov briefed journalists on the visit of President of Turkmenistan Gurbanguly Berdimuhamedov to New York where he attended the 65th session of the UN General Assembly.
The guests familiarized themselves with Turkmenistan's major initiatives that Gurbanguly Berdimuhamedov put forward for the international community to consider. In particular, at the UN, Gurbanguly Berdimuhamedov proposed to proceed to development of a unified concept of security, creation of the Energy Council, formation of an international legal framework to ensure a stable and safe transit of hydrocarbons. With regard to regional issues, the Turkmen side considers it necessary to establish a forum at a high level on security, peace and cooperation in Central Asia and the Caspian Basin, and together with the active involvement of specialized UN agencies to address environmental issues in the region such as the Aral Sea, rehabilitation of the unique natural resources of the Caspian Sea and water resources management. In addition, Turkmenistan offers its vision for resolving the situation in Afghanistan through the implementation of the large-scale transport infrastructure projects, including construction of the trans-Afghan gas pipeline (TAPI).
As the Ambassador of Turkmenistan noted, the country's focus on constructive international partnership for peace and security, economic and social progress, establishment of a civilized dialogue among nations based on respect and understanding of geopolitical and national interests was confirmed by President Gurbanguly Berdimuhamedov's participation in the 10th Summit of Heads of Turkic-speaking countries held in Istanbul in September.
A separate topic at the briefing was the role of the neutral status in establishment of independent Turkmen state, as well as development of relations between Turkmenistan and the Russian Federation that will be given a new impetus following the signing of bilateral documents, which are currently under preparation, during the forthcoming visit of President Dmitry Medvedev to Ashgabat.
