Central mass media outlets published the law "On the state budget of Turkmenistan for 2007" which was signed by the President of Turkmenistan, Saparmurat Niyazov.
The state budget is self-sufficient. Total incomes are expected at Manat 98474,9 billion with the expenses amounting to Manat 98126,3 billion, including the income of the first level budget (income from taxes and payments) amounting to Manat 21818,6 billion and the expenditures of the first level budget totaling Manat 21470,0 billion. The surplus is expected at Manat 348,6 billion. As in 2006, above all the budget relies on the growth of its second level taking into account state funds resources, revenues of sectors and industries coming from the sale of their products.
The special articles of the law approve the centralized and local budgets of Turkmenistan for 2007. Total incomes of the centralized budget of Turkmenistan is expected to reach Manat 90390,0 bln against the expenditures of Manat 90041,4 bln, including incomes of the first level budget accounting for Manat 13733,3 bln and expenditures of the first level budget - Manat 13385,1 bln leaving a surplus of Manat 348,6 bln.
The Ministry of economy and finance of Turkmenistan is authorized to use the remaining funds of the centralized budget as of January 1, 2007, to cover current expenses of the centralized budget of Turkmenistan for 2007.
The document also establishes measured allocations from the state taxes to local budgets for 2007 to ensure balanced budgets of the country's provinces and Ashgabat.
The local budgets will total Manat 8084,9 bln, including:
Manat 1271,4 bln for Ashgabat;
Manat 1095,0 bln for Akhal province;
Manat 806,4 bln for Balkan province;
Manat 1466,9 bln for Dashoguz province;
Manat 789,7 bln for Lebap province;
Manat 1655,6 bln for Mary province.
The state budget provides for allocation of Manat 1673,3 billion to cover expenditures on free supply of gas, water, electricity and salt to the population, including Manat 1476,2 billion coming from accounts of the relevant ministries and establishments.
Wages, pensions, allowances and stipends are the guaranteed expenditures of the state budget of Turkmenistan for 2007.
The Ministry of economy and finance is authorized to make necessary corrections to the state budget of Turkmenistan for 2007 in accordance with legislature of Turkmenistan, decrees and resolutions of the President of Turkmenistan. At the same time, the Ministry of finance is authorized to allocate funds economized in the process of utilization of the budget, including appropriations for salaries and state social insurance, to cover other expenses in accordance with the requirements of relevant ministries, establishments and local budgets.
Central mass media outlets also published the decree by the Parliament of Turkmenistan "On utilization of the state budget of Turkmenistan for 2005".
According to this decree, the state budget for 2005 accounted for Manat 67785358 mln as incomes and Manat 66845739 mln as expenditures.
